An Economic Development Leap for Louis Bull Tribe

Bear Hills Casino and Travel Resort is a premier entertainment destination and essential travel stop, owned and operated by Louis Bull Tribe. Situated just off Highway 2, the development provides critical services along a previously underserved 124 km stretch, including fuel, first aid, washrooms, and emergency support. The casino features 200 slot machines, 10 table games, the Muddy Bull Lounge, and a fully ventilated indoor smoking area.

Carlson began by demolishing an 18,000 sq. ft. former truck stop and completing a significant soil remediation. The team cleaned 140,000 tonnes of contaminated soil on-site using specialized equipment—an approach that delivered major cost and schedule advantages for the client.

As the project advanced, global supply chain issues driven by COVID-19 tripled expected costs. Carlson worked closely with Louis Bull Tribe to adapt materials, timelines, and budgets without compromising the quality or long-term value of the build.

Both the casino and gas station were designed with future growth in mind.
